Per browser and per device. The setting lives in localStorage and applies only
to this exact address — so open it once on every device and in every browser (Mac, iPhone, Safari,
Chrome …). A private window has empty localStorage and forgets it again.
Why not an IP filter? Behind a VPN or on mobile, an egress IP is a shared address — an IP filter would exclude real visitors too, and would be stale after every reconnect. This opt-out is tied to no IP.
This page itself is not measured. It deliberately carries no tracking code — otherwise the very visit that turns measurement off would still record a page view.
